The Houston problem: formal city, brutal climate

Houston is one of the few American cities that still genuinely dresses for work — energy, law, medicine at the Texas Medical Center, banking downtown — and it is also, for five months of the year, punishingly hot and humid. Most cities solve heat by dressing down. Houston can't. So the answer has to come from the cloth.
